For this tutorial you will need:

PSP 7 ~ download a trial version.
Tutorial Selections ~ download here and unzip into a convenient folder.

Open a new image:
400 x 400 pixels
16.7 Million colors

File > Save as > tulip.psp

Make sure to hit your save button every couple of steps.

Add a new layer.

Set your color foreground to #F7D128 and your background to white.

Set your styles boxes as foreground to solid and background to gradient.

Click on the arrow in the styles box and choose Gradient.

Click on the arrow next to the preview box and choose #1Foreground-Background, Style linear, Angle 45, Repeats 0, and Invert checked.

You color area should look like this:

Selections > Load from disk... > find your unzipped folder > tulip1.sel > open.

Select your fill tool.  Left click once in the selection.

Selections > Modify > Contract > 2 > ok.

Right click in the selection to fill with the gradient.

Selections > Select all.

Selections > Float.

Effects > 3D Effects > Cutout > these settings:

Vertical  -11
Horizontal  4
Opacity  70
Blur  33.8
Color  #BD9D07
