For this tutorial you will need:
PSP 7 ~ download a trial version.
Eye Candy 4000 ~ I do not think the demo version will work for this.
Tutorial zip ~ download here.

The zip includes:
Neon Clock #1 & Neon Clock #2 - place in the Eye Candy 4000 Settings\GradientGlow folder.
Bullet.sld - place in your Paint Shop Pro 7\Styled Lines folder.
wwclock-guide6.psp & wwclock-guide7.psp - open in PSP.
(I have included two, one for PSP6 & one for PSP7.)

 

Open a new image:
400 x 400 pixels
Transparent
16.7 Million colors

File > Save as > clock.psp

Add a new layer and name it rim1.

Set your background to black and your foreground to a very bright color (I used #C000C0.)

Choose your selection tool and set at:
Circle
Feather 0
Antialias checked

Place your cursor at 200,200 and draw out a circle that is about 315 x 315.
{The numbers 315 x 315 are the last set of numbers at the bottom left of your PSP window.  They will look something like this - =(315 x 315).}

Using your flood fill tool, fill your selection with the bright color.

Selections > Modify > Contract > 20 > ok.

Hit your delete key once.

Selections > Select none.

Effects > 3D Effects > Inner Bevel > these settings:

Rounded
Size 31
Smoothness 100
Depth 12
Ambience -4
Shininess 0
Color White
Angle 315
Intensity 50
Elevation 30

Effects > Plug-in filters > Eye Candy 4000 > Gradient Glow > Settings > Neon Clock #1 > ok.

Add a new layer and name it rim2.

Choose your selection tool set at the same settings.

Place your cursor at 200,200 and draw out a circle that is about 277 x 277.

Flood fill your selection with the bright color.

Selections > Modify > Contract > 20 > ok.

Hit your delete key once.

Selections > Select none.

Effects > 3D Effects > Inner Bevel > same settings.

Effects > Plug-in filters > Eye Candy 4000 > Gradient Glow > Settings > Neon Clock #1 > ok.

So this is how it is looking so far:

Choose your selection tool  set at the same settings.

Place your cursor at 200,200 and draw out a circle that is about 265 x 265.

Flood fill your selection with the black.

Selections > Select none.

Layers > Arrange > Send to bottom.
